Fix Scrollilng Speed on Ubuntu 18.04

Install `imwheel`:

sudo apt install imwheel

Create a file with this content:

Run it and set the scroll speed from 1 to 2. I think this would do. I have a feeling that I should add `imwheel` to the startup to fix the speed after the boot.
